As far as I know (I also checked the ASPCA website) neither are toxic to dogs. Dogs do not digest plant matter in the same way as people though, so too much can give them a belly ache. If my dogs get a carrot it comes out just how it went in. If you want them to digest plant matter you can cook it or puree it in a food processor.

I've given Tie the occasional core as a treat, but like Keepers said, it's not easily digestible so don't do it too often

I buy sweet potatoes just for the dogs (David and I can't stand them). I cut them up like potato chips and bake them in the oven with a bit of olive oil and parmesan cheese. They just LOVE them.
