So my brothers doberman who is 1.5 years old now, thinks it's ok to take a leak in the pet store. Why would he do this? the smells of other dogs doing their business?

A lot of dogs will pee in agility class also.

Maybe the smell of other dogs and all the people gets him a little nervous. Is he marking or squatting? Marking would probably mean he needs more training, squatting is more likely stress related.

i don't know if it would call it squirting/marking, he's not totally emptying his bladder, but it's enough to make a mess haha

this is the only time he pees when he shouldn't, i don't think it's a training issue. I think in his head he thinks it's ok....

I would think he is trying to leave his scent / marking , definately if he is lifting his leg . Even some of the best trained dogs can not resist the urge to leave their calling card .
