Take him for a walk or do some trining exercises to burn off some of his energy . It is better to try this if he is already tired as he will be calmer and see that being calm get him a treat .Set him up for sucess.

Try putting him in the car but not go any where . put him in - take him out and do this a few times . Give a treat if he is calm , ignore him and take him out of the car if he acts up . Gradually work up to longer time in the car and then to short rides .
He will get the idea to be calmer in the car but it is going to take a long time .
I would also get him some type of car harness / seatbelt if he is jumping back and forth in the car.

yeah and make sure you take him for lotsa car rides so he doesn't associate a car ride with play time.

I would start with putting him in a harness that doesn't allow him to run around. Then don't go anywhere, just sit in the front seat and calmly say whatever you do when you want him to calm down, like "easy". When he calms down (which might take a bit so bring a book or something) then give him a treat and say "good boy".

It's going to take time to train him but it will be worth it. He'll be much happier and it will be safer driving with out all the ruckus in the back.
