Default Listening outdoors

My puppy (4 months old +/-) listens great indoors but, you get him outside or near other dogs he totally ignore me. I litterally have to pick him up and carry him back to the house. How do I fix this! I used to play fetch with him outside several times every day but now he just runs to the neighbors house which unfortunately hes has already gone inside and ate the other dog food, and now i need to have him on a leash to prevent it.

We use a long line and use a technique called ghosting. You need two people, one to hold the long line and another to play. The dog shouldn't reach the end of the line, but it is there in case of emergency. The person without the dog practices recall and uses super high value treats and makes the whole thing like a game.

Many boxers have a condition where they become deaf when outside. The condition often becomes worse with the presence of squirrels and other dogs.
